The recent discovery of the stochastic gravitational wave background by pulsar timing arrays and the massive surveys of the near-future (e.g., SDSS-V and LSST) bear tremendous promise for the detection of supermassive black hole binaries. This workshop will bring together theorists, GW and EM observers in an interactive environment to discuss future opportunities in the field.
